One of the most famous watercar inventor. His technology was almost ready for commercialization when he died in 1996. His patents were made public in 2007 and many people  replicated his work, with varying degree of success.  There are many versions of his "water splitter" cell in his patents, all have in common the the extra ordinary efficient conversion of water into it's fundamental constituents, hydrogen and oxygen. Latest versions involve water injectors and ionization of gases, to make the gases more explosive and with a burn rate more compatible with the internal combustion engine.  This, to my knowledge has not been replicated so far, as of 2014. Many researchers and scientists have replicated the most basic of Stan's water splitter:

Daniel Dingel

Daniel Dingel is a Filipino engineer who invented a "hydrogen reactor" - a device which is used to power a water-fueled car.He is also a man of his dignity and loyalty for his country and for the people. He invented the water fuel for the people and he believes that this invention he created is a fundamental of low cost fuel in the future. In spite of all his effort and hard work there are some of the private company including the government who are opposing his invention. And, some of the large private companies are trying to steal his invention for there on purpose. But he seems clever too to avoid such circumstances. He knows that someday this invention will help his country regain economic power.

Dr Andrija Puharich reportedly drove his motor home for hundreds of thousands of miles around North America in the 1970s using only water as fuel. At a mountain pass in Mexico, he collected snow for water.

Herman's 1971 Ford LTD converted to run on hydrogen or gasoline, on display in the Water Fuel Museum in Lexington, KY. In a video interview with the inventor, he explains that ambient air is mixed with hydrogen (not oxygen) and a micron-sized fog of water mist (to mimic gasoline's burn), introduced in the same way propane gas is on a propane conversion. In fact, the LP regulator and LP air cleaner assembly are the same as on a propane vehicle. The butterfly in the carb, as in an LP system, now serves as the intake air control. The rest of the function of the gasoline carb is not used. He claimed greater power than gasoline, and 38 miles per gallon of water. As far as quantity of hydrogen produced, he produced enough gas from his electrolytic chamber to need a cut-off switch connected to a pressure gage to stop gas production when it was no longer needed while driving.
